IARU Region 2 Conference Opens in Brasilia
The IARU <http://www.iaru.org/>'s Region 2
<http://www.iaru-regionii.org/>opened their 16th General Assembly on
Monday, September 10 in Brasilia,
Brazil with Region 2 President Rod Stafford, W6ROD, leading the delegates in
a solemn moment of silence for radio amateurs who have died since the last
General Assembly in 2004. In his opening remarks, Stafford noted the success
that Region 2 has enjoyed in its relations with the Inter-American
Telecommunication Conference
(CITEL<http://www.citel.oas.org/what_is_citel.asp>)
and the Caribbean Telecommunications Union <http://www.ctu.int/ctu/>. He
also pointed out the challenges in urging IARU Member-Societies to do more
to promote Amateur Radio in their countries, as well as finding ways to more
effectively represent the radio amateurs of countries where the IARU
Member-Society is not sufficiently active on their behalf.
The president of Brazil's national telecommunications agency,
ANATEL<http://www.wisetel.com.br/index_wisetel/p00.htm>,
Ambassador Ronaldo Sardenberg addressed the Assembly's delegates. He said he
was pleased to report that Amateur Radio is growing in Brazil, with 36,000
active operators, and that an Amateur Radio school is being launched in
conjunction with Parana University -- an initiative that is hoped will be
replicated throughout the country. He was also pleased to note that the
Brazilian administration supports the Amateur Service in its desire for a
low-frequency allocation.
Sardenberg also provided some details of ANATEL's investigation of broadband
over powerline (BPL) systems and radio interference. Brazilian tests first
showed a great potential for interference, but more recent tests show some
improvement. He expressed optimism ANATEL will find a way to allow the
deployment of BPL without endangering radio services.

Regional Administrator Joao Cordeiro presented greetings on behalf of the
ITU. He remarked that the amateur station at ITU's Geneva headquarters,
4U1ITU, is very active. Cordeiro reported that appreciation for the Amateur
Service's role in providing communications in the event of natural disasters
is increasing.

Roberto Batista Pereira, PT7YV, greeted the delegates and
expressed the hope that their stay in Brasilia would be pleasant and
productive. He also reported that LABRE has been active in monitoring the
BPL issue.
The final speaker during the opening Plenary was IARU Vice President Tim
Ellam, VE6SH, who conveyed greetings and regrets from IARU President Larry
Price, W4RA; Price is attending the ITU Council meeting in Geneva. Ellam
said that the IARU has a number of objectives for the upcoming World
Radiocommunication Conference, WRC-07 <http://www.itu.int/ITU-R/go/wrc-07>.
Ellam noted that he is chairing a committee that is developing a proposal
for a substantive restructuring of the IARU, enabling that organization to
better meet future challenges.
The conference will continue for the remainder of the week, culminating with
the election of the Region 2 Executive Committee on Friday.
